All though Auto-Pilot would be nice, it is indeed a trailer brake controller. I would say that it appears to be a rather old model. Most of the new ones now have some sort of lighting on them, I bought the new Tekonsha P3. It has an LCD screen that gives you a lot of information. They have self diagnostics in them now.

When pulling a trailer with electric brakes, you need this to control the activation of said brakes.

The twist knob adjusts the amount of power that is supplied to the trailer brakes when you step on the truck brake pedal.

The slider bar is for emergencies. Push that all the way over and that will send out 100% of the power that the controller can handle. This in turn locks up your trailer's brakes and can actually peel the tread from the trailer's tires.

I know, I have done it before. Do not activate the manual control unless you need to. locking the brakes up at 65 will peel the tread from the tires.

With a controller that looks to be rather old, you will have to test out the brakes to determine how much power they need to stop the trailer without locking up the tires.

If you need a controller, there are new ones out that are called "proportional". They have a gyroscope in the unit that determines how fast you are slowing down and then applies x amount of braking power.
